A natural person or a tutor or curator acting in his official capacity, or a mandatary in the execution of a mandate given by a person in anticipation of his incapactiy who, owing to sickness, distance or any other cause considered sufficient by the clerk of the court, cannot appear in court himself as a creditor or debtor of a small claim may confer the mandate to represent him only on a spouse, relative, person connected by marriage or a civil union or friend.
