In addition to the strategic-level headquarters, which prepares strategic options and provides the interface with the political decision-making level – this being the role of the EU Military Staff (EUMS) which was set up in 2001 alongside the Military Committee – the chain of command must comprise three levels of military headquarters for: – the Operation Commander (strategic HQ located in a European country); – the Force Commander (joint service HQ deployed in the theatre of operations); – component air, land and sea HQs.

En effet, outre l’état-major de niveau stratégique, qui prépare les options stratégiques et assure l’interface avec le niveau de décision politique, ce qui est le rôle de l’Etat-major de l’UE (EMUE) installé auprès du Comité militaire depuis 2001, la chaîne de commandement doit comporter trois niveaux d’état-major pour : – le commandant de l’opération (EM de niveau stratégique situé dans un pays européen) ; – le commandant de la force (EM interarmées déployé sur le théâtre d’opérations) ; – et des états-majors de composantes (Terre-Air-Mer).
