وينبغي أن تركز نشاطات بناء القدرات على إدارة المعلومات والإبلاغ على المستويات المحلية والوطنية والإقليمية ومتعددة الأطراف على جميع المستويات الثلاثة لتنمية القدرات وهي المستوى الفردي والمؤسسي والمنهجي.
