ويقول بعض الأعضاء إن ولاية التفاوض بموجب إعلان سنغافورة لا تشمل التفاوض على اتفاق بشأن الشفافية في المشتريات الحكومية، وإنه على الفريق أن يقصر أنشطته على مرحلة الدراسة من ولايته بغيــة التوصل إلى فهم مشترك لمختلف عناصر الشفافية.

Some members argue that the negotiating mandate under the Singapore Declaration does not extend to carrying out negotiations on an agreement on transparency in government procurement and that the Group should confine its activities to the study phase of its mandate with a view to reaching a common understanding on the various elements of transparency.

Некоторые члены Группы утверждали, что мандат на проведение переговоров, содержащийся в Сингапурской декларации, не распространяется на ведение переговоров о заключении соглашения по транспарентности правительственных закупок и что Группа должна ограничить свою деятельность исследовательским этапом полученного ею мандата, по итогам которого должно быть достигнуто общее понимание различных элементов транспарентности.
