El capítulo tercero se enfoca a la planificación de la evaluación, definiendo el método a seguir (LibQual), el instrumento a utilizar (cuestionario), la determinación de la muestra y la fórmula a utilizar, el periodo de aplicación, así mismo la identificación de los servicios que la biblioteca FOM ofrece y por último la contrastación de las Normas para Bibliotecas de Instituciones de Educación Superior e Investigación elaboradas por el Consejo Nacional para Asuntos Bibliotecarios de las Instituciones de Educación Superior contra instalaciones y equipamiento.
