Even as the plans for today's protest were being drawn up, it was revealed that the Labour Ministry was circulating a note, reputedly drawn up by the Prime Minster's office, that proposes amending the Industrial Disputes Act and Contract Labour (Regulation and Abolition) Act in the name of 'labour market flexibility.' The proposals include gutting restrictions on the layoff of workers and contracting out of jobs and replacing government certification of whether a company is conforming with labor laws with 'self' - i.e., employer - regulation.
