* Insist to South Korea that unless the European Union or independent labor rights experts commissioned by the European Union are able to directly access workers in question and determine that workers' rights are fully protected as required under the main text of the EU-Korea FTA, the European Union will neither accept the KIC as an outward processing zone nor import products made in the KIC duty-free.

* 유럽연합 혹은 유럽연합이 고용한 노동권 전문가가 문제의 노동자들에 직접적으로 접근하고, 해당 노동자들의 권리가 유럽연합과 한국 사이의 자유무역협정에 요구되고 있는 바와 같이 전적으로 보호 받지 못한다면, 유럽 연합은 개성공단을 역외무역지구로 수용할 수도 없고, 개성공단에서 생산된 제품을 면세로 수입하지도 않을 것임을 한국 정부에 주장할 것을 권고합니다.
