In the first place, the situation that has evolved in Italy is not an Italian domestic matter, and neither is it merely an issue relating to Romanian gypsies. It is an issue concerning all gypsy people living within the European Union, and one that demands and warrants more than just case-by-case or symptomatic treatment.
