يُعزى انخفاض الاحتياجات تحت بند تكاليف الموظفين الأخرى إلى عدم قدرة المحكمة على الاحتفاظ بالموظفين في وظائف ممولة من المساعدة المؤقتة العامة طوال فترة الميزانية، إلى جانب صعوبة اجتذاب واستقدام المرشحين الملائمين والمؤهلين، بل العجز عن ذلك، حيث رفض الكثير منهم عروض العمل بعقود قصيرة الأجل أو محدودة الفترة.

The decrease under other staff costs is due to the inability of the Tribunal to retain staff on positions funded through general temporary assistance, coupled with the difficulty and inability to attract and bring on board suitable and eligible candidates, many of whom declined offers of contracts that were of short or limited duration.
