ومن المظاهر الملموسة لزيادة قدرة الإدارة على الاستباق والتنسيق، أن الإدارة قد أصدرت بالاشتراك مع برنامج الأمم المتحدة الإنمائي المذكرة التوجيهية المتعلقة بالمسائل الانتخابية، وهي المذكرة التي ساعدت المنسقين المقيمين في تقديم المساعدة التقنية إلى اللجان الانتخابية المعنية في الميدان.
