ورغم الضغوط التي يمارسها صندوق النقد الدولي والبنك الدولي والاتحاد الأوروبي، لم تتخذ السلطات الإيفوارية أي إجراء ملموس لتحسين إدارة المؤسسات الأربع شبه المالية العاملة في هذا المجال والتخفيض من الاقتطاعات الضريبية.
