De tre institutioner mener, at oplysning og formidling om EU-spørgsmål bør give alle adgang til korrekte og alsidige oplysninger om Den Europæiske Union og sætte borgerne i stand til at udøve deres ret til at give udtryk for deres synspunkter og deltage aktivt i den offentlige debat om EU-spørgsmål.

Nach Auffassung der drei Organe sollte die Öffentlichkeitsarbeit zu europäischen Themen so ausgestaltet werden, dass jeder Einzelne Zugang zu ausgewogenen und mannigfaltigen Informationen über die Europäische Union erhält und dass den Bürgern die Möglichkeit zur Wahrnehmung ihres Rechts geboten wird, ihre Meinung zu äußern und sich aktiv an der öffentlichen Debatte über EU-Themen zu beteiligen.

The three institutions believe that information and communication activities concerning European issues should give everyone access to fair and diverse information about the European Union and enable citizens to exercise their right to express their views and to participate actively in the public debate on European Union issues.

A három intézmény úgy véli, hogy az európai kérdésekkel kapcsolatos tájékoztatás és kommunikáció révén mindenki számára biztosítani kell az Európai Unióról szóló tisztességes és széles körű tájékoztatáshoz való hozzáférést, és lehetővé kell tenni a polgárok számára, hogy éljenek a véleménynyilvánítás jogával, illetve aktívan részt vegyenek az európai uniós kérdésekről folytatott nyilvános vitákban.
