[23] In an oral decision rendered on October 2, 2002, in Desormeaux v. OC Transpo (T701/0602), the Chair of the Tribunal, who was seized of an application to add a union as a respondent, ruled that under section 50 of the Act, the Tribunal has the power to add individuals or groups as interested persons in the context of a hearing (our underlining).

[23] Dans une décision rendue sur le banc le 2 octobre 2002 dans la cause de Desormeaux c. OC Transport (T701/0602), la présidente du Tribunal, qui était saisie d'une demande d'adjonction d'un syndicat comme intimé, statua qu'en vertu de l'article 50 de la Loi, le Tribunal a le pouvoir d'ajouter des individus ou des groupes comme parties intéressées dans le cadre d'une instruction.
