ز) يعتبر إنشاء أو مواصلة تطوير مرافق إعادة تدوير الزئبق أو التخلص منه بطريقة سليمة ومأمونة بيئياً على المستوى الوطني أو المستوى الإقليمي أمراً أساسياً لإنجاح الجهود الرامية إلى خفض أو القضاء على إطلاقات الزئبق في البيئة؛
