The independent expert recommended that the authorities should show zero tolerance for the perpetrators of human rights violations; put an end to political and military interference in the administration of justice; provide the judicial system with the resources and the budget required to guarantee its effectiveness and its independence; ensure that no amnesties were granted to those who committed war crimes, crimes against humanity and acts of genocide; adopt the law implementing the Rome Statute; duly support the team responsible for drawing up the map of human rights violations; initiate a process for the competitive recruitment of members of the defence and security forces; and establish a national human rights commission which conformed to international standards.
