As was explained by Mr. Steve Bellchambers, Comptroller for the appellant, the royalties included in the re-appraisal of value for duty for Entry A were paid pursuant to the Memorandum of Agreement between RIL US, a company incorporated in the State of Massachusetts in the United States which owns 100 percent of Avrecan International Inc.
