رابعا، في الوقت الذي نأمل فيه بتجنب استخدام القوة العسكرية، إلا أننا نؤكد أن الحكومة العراقية وحدها قادرة على تجنيب الشعب العراقي الشقيق وشعوب دول المنطقة الآثار السلبية والمخاطر التي قد تنجم عن العمل العسكري، وذلك عن طريق تعديل سلوكها ونهجها بأسرع وقت ممكن باتجاه التعاون الجوهري بدلا من التظاهر بالتعاون الذي تغلب عليه الصفة الإجرائية والشكلية.

Fourthly, although we hope that it will not be necessary to use military force, we reaffirm our belief that it is for the Iraqi Government to protect the Iraqi people and the people of the region as a whole from the dangers and other negative repercussions resulting from military action by altering its behaviour and changing the direction in which it is moving as quickly as possible and by actively and substantively cooperating, instead of pretending to do so — merely acting in a procedural and nominal manner.

En cuarto lugar, si bien esperamos que no sea necesario el empleo de la fuerza militar, reafirmamos nuestra creencia de que en el Gobierno del Iraq recae la responsabilidad de proteger al pueblo iraquí y a los pueblos de la región en su conjunto de las repercusiones negativas y los peligros que conlleva una acción militar cambiando, lo antes posible, su comportamiento y la dirección en la que avanza y cooperando activa y sustancialmente en lugar de simular que lo hace, adoptando medidas de procedimiento en forma superficial.

Quatrièmement, alors que nous espérons qu’il sera possible d’éviter le recours à la force militaire, nous réaffirmons que seul le Gouvernement iraquien est à même d’épargner au peuple iraquien frère et aux peuples de la région les retombées négatives et les dangers d’une action militaire en changeant de cap et de comportement le plus vite possible et en coopérant activement au lieu de faire semblant, je veux dire en coopérant autrement que dans la forme et de façon superficielle.

В-четвертых, хотя мы и рассчитываем на то, что применять военную силу необходимости не будет, мы еще раз заявляем о нашей убежденности в том, что только иракское правительство может уберечь иракский народ и народы всего региона от любых негативных последствий и опасностей, вызванных военными действиями, за счет скорейшего изменения своего поведения и направления своих действий на активное сотрудничество по существу вопросов вместо создания видимости сотрудничества, принимая лишь меры процедурного и номинального характера.
