21 - وسيعرض المقرر الخاص هنا بعض الملاحظات الأولية في محاولة لنقل النقاش حول الهواتف الذكية إلى ما هو ابعد من موضوع الخصوصية، بهدف إعادة النقاش في نهاية المطاف إلى شواغل الخصوصية الأساسية بعد الاستفادة على نحو أفضل من تأكيد القيم المجتمعية المتعلقة بـ ’’الصورة الأشمل‘‘ أو التخلي عنها.

The Special Rapporteur will here outline some preliminary observations in an attempt to move the debate about smartphones beyond privacy, with the intent of eventually moving the debate back to core privacy concerns better informed by the confirmation or abnegation of societal values regarding “the bigger picture”.

Dans les observations qui vont suivre, le Rapporteur spécial va tenter de faire évoluer la réflexion sur les smartphones au-delà de la question de la vie privée, l’objectif étant de se recentrer le moment venu sur les enjeux fondamentaux une fois que nous aurons pris connaissance des valeurs sociales touchant à la situation dans son ensemble.
