وينص القانون على أن المساءلة عن انتهاكات حقوق الإنسان (التطهير) تنطوي على إجراء التحقيق وإثبات انتهاكات حقوق الإنسان المتوخاة في القانون (الحقوق المنصوص عليها في العهد الدولي الخاص بالحقوق المدنية والسياسية) وإجراء إثبات المساءلة الفردية عن انتهاكات حقوق الإنسان والتدابير الخاصة بالانتهاكات المثبتة لحقوق الإنسان.

The law prescribes that accountability for human rights violations (lustration) implies the procedure of investigation and establishment of violations of human rights envisaged by the law (the rights prescribed by the International Covenant on Civil and Political Rights), the procedure of establishment of individual accountability for human rights violations and the measures for the established violations of human rights.

Esta ley establece que la rendición de cuentas por violaciones de derechos humanos (depuración) incluye el procedimiento de investigación y comprobación de violaciones de los derechos humanos protegidos por ley (establecidos en el Pacto Internacional de Derechos Civiles y Políticos), el procedimiento de rendición de cuentas individual por violaciones de derechos humanos y las medidas de intervención contra esas violaciones.

Pour la mise en œuvre de l'obligation de rendre compte en matière de violation des droits de l'homme (procédure de lustration), ce texte prévoit la conduite d'une enquête sur les violations alléguées en la matière, ainsi que l'établissement de la preuve des violations desdits droits (à savoir ceux reconnus par le Pacte international relatif aux droits civils et politiques); il envisage également une procédure permettant de mettre en cause la responsabilité individuelle pour violation des droits de l'homme, ainsi que des mesures à prendre en cas de violations avérées des droits de l'homme.
