Schon seit der ersten Hälfte dieses Jahrhunderts, als sich verschiedene totalitäre Staatssysteme entwickelten, die dann bekanntlich zu der furchtbaren Kriegskatastrophe führten, hat die Kirche ihre Haltung gegenüber diesen Regimen klar umrissen; denn diese handelten nur scheinbar im Interesse eines höheren Gutes, nämlich für das Wohl des Staates, während die Geschichte dagegen zeigen sollte, daß dies nur das Wohl einer bestimmten Partei war, die sich mit dem Staat identifizierte.

Już w pierwszej połowie niniejszego stulecia, w okresie narastających wówczas totalizmów państwowych, które doprowadziły, jak wiadomo, do straszliwej katastrofy wojennej, Kościół sformułował wyraźnie swoje stanowisko wobec tych ustrojów, które rzekomo na rzecz dobra wyższego, jakim jest dobro państwa — historia zaś wykazała że jest to dobro określonej tylko partii utożsamiającej siebie z państwem33 — ograniczały prawa obywateli, pozbawiały ich tych właśnie nienaruszalnych praw człowieka, które mniej więcej w połowie naszego stulecia doczekały się sformułowania na forum międzynarodowym.
