A este respecto, se aclara que en la reunión inicial mantenida en Cancillería con los miembros del Grupo de Trabajo, el Subsecretario de Relaciones Multilaterales informó de que las Fuerzas Armadas no han privatizado los servicios de seguridad y que más bien, en algún momento en años pasados, las empresas petroleras solicitaron la colaboración del Ejército ecuatoriano para que resguardase las instalaciones petroleras
