À l’intérieur de ce cadre, le BPIEPC s’efforce d’établir un système efficace de gestion des urgences à l’échelon national, d’améliorer la protection et la capacité de survie des infrastructures essentielles (ce qui inclut les principaux éléments physiques et cybernétiques des secteurs suivants : énergie, transports, communications, services, sécurité et services gouvernementaux), et de réduire les pertes de vie et les dommages matériels résultant des catastrophes, accidents ou actes intentionnels.
