The Secretary‐General’s initiative met the need for a central mechanism within the United Nations system to collect and analyse information on threats of genocide and to address the root causes of the phenomenon, namely, systematic policies of discrimination, exclusion, humiliation, dehumanization and oppression of ethnic, national, religious, indigenous or other minorities.

La iniciativa del Secretario General responde a la necesidad de contar con un mecanismo central dentro del sistema de las Naciones Unidas para reunir y analizar información sobre las amenazas de genocidio y para hacer frente a las causas profundas del fenómeno, a saber, políticas sistemáticas de discriminación, exclusión, humillación, deshumanización y opresión de grupos étnicos, nacionales, religiosos, indígenas u otras minorías.
