Under this quota system, a limited quantity of raw cane sugar may be imported for domestic consumption at a price established by the New York Coffee, Sugar and Cocoa Commodity Exchange. This price is commonly known as the #14 raw sugar price and reflects the prevailing domestic market prices for raw cane sugar.

Ce régime permet d'importer une certaine quantité de sucre de canne brut pour consommation sur le marché intérieur, au prix fixé par la Bourse du café, du sucre et du cacao de New York en fonction des prix en vigueur sur ce marché et qu'on appelle communément le cours no 14.
