وتحرير التجارة يجب أن تكمِّله إجراءات واستراتيجيات ملائمة على الصعيد الوطني من أجل زيادة القدرات الإنتاجية، وتنمية الموارد البشرية والهياكل الأساسية الرئيسية، واستيعاب التكنولوجيا وإرساء شبكات الأمان الاجتماعي الكافية.
