In October 1929 , the Viceroy Lord Irwin announced at the instance of Labour Prime Minister Ramsay McDonald that the natural issue of India ' s constitutional progress was the attainment of Dominion Status and that a Round Table Conference would be held in London after publication of the report of the Simon Commission .
