5) ومن الأهمية بمكان الإقرار بوظيفة الغلاف الجوي بوصفه واسطة تحدث فيها حركة مستمرة، إذ إن الغلاف الجوي هو السياق الذي "تنتقل وتنتشر فيه" المواد المسببة للتلوث والتدهور.
