After quelling the Khost rebellion in 1925, he established diplomatic relations with most major countries and, following a 1927 tour of Europe and Turkey (during which he noted the modernization and secularization advanced by Atatürk), introduced several reforms intended to modernize Afghanistan. A key force behind these reforms was Mahmud Tarzi, Amanullah Khan's Foreign Minister and father-in-law — and an ardent supporter of the education of women.
