وإذ ترحب بالخطوات المتخذة مؤخرا لتخفيف القيود المفروضة على التنقل والعبور في الضفة الغربية، مع تأكيد الحاجة إلى اتخاذ المزيد من الخطوات في هذا الصدد، وإذ تسلم بأنّ هذه الخطوات ستحسّن الظروف المعيشية والحالة على أرض الواقع ويمكن أن تشجع التنمية الاقتصادية الفلسطينية،
