Wenn wir nun prüfen, welches die bevorzugte Orientierung der EIB-Finanzierung ist, wohin die 1999 gewährten Darlehen gegangen sind, dann sehen wir, dass sie in ihrer Mehrheit zur Kofinanzierung in den vier reichsten Mitgliedstaaten (Deutschland, Frankreich, Großbritannien und Italien) verwendet wurden, die mehr als 60 % der ergänzenden EIB-Mittel aus den Strukturfonds der Gemeinschaft erhielten, während an die so genannten Kohäsionsländer, das heißt, die ärmsten und bedürftigsten Länder (Griechenland, Portugal, Spanien und Irland), kaum 26 % gingen.

But if we examine what the prime orientation for EIB funding is, where have the loans granted in 1999 ended up? We see that most have been used to cofinance investments in the four richest Member States (Germany, France, the United Kingdom and Italy), which received over 60% of the EIB resources supplementing the Community structural funds, while the so-called cohesion countries, that is, the poorest and most needy ones (Greece, Portugal, Spain and Ireland) got only 26%.

Mais si l'on examine maintenant l'orientation majoritairement suivie par la BEI et la destination des prêts accordés en 1999, on peut constater qu'en général, ils ont été utilisés pour cofinancer des investissements dans les quatre États membres les plus riches (l'Allemagne, la France, le Royaume-Uni et l'Italie), qui ont perçu plus de 60 % des ressources BEI complémentaires des fonds structurels communautaires, alors que les pays de la cohésion, c'est-à-dire les plus pauvres et les plus nécessiteux (la Grèce, le Portugal, l'Espagne et l'Irlande) n'en ont reçu que 26 %.
