A graphene substrate is manufactured by bringing a metal layer into contact with a carbon-containing layer, heating the same to dissolve the carbon of the carbon-containing layer in the metal layer, and then cooling the same to precipitate the carbon in the metal layer as graphene on any surface of a substrate.
