En el proyecto de Código Penal figura un capítulo especial, el 17, dedicado a los delitos contra la vida y la salud y se prevé la responsabilidad por homicidio, instigación al suicidio, daños deliberados a la salud, palizas, etc., así como un capítulo (cap. 20) en el que se prevé la protección de los derechos constitucionales y las libertades del hombre y el ciudadano.
