10. It was, therefore, with good reason that Our predecessor Pius XII was able to affirm with satisfaction: "Once upon a time it seemed as though the life of the Church used to prosper and blossom chiefly in the regions of ancient Europe, whence it would flow, like a majestic river, through the remaining areas which, to use the Greek term, were considered almost the periphery of the world; today, however, the life of the Church is shared, as though by a mutual irradiation of energies, among all individual members of the Mystical Body of Christ.

A ragione, perciò, il nostro predecessore Pio XII di v.m. poteva, con legittima soddisfazione, affermare: «Un tempo la vita ecclesiastica, per quello che appare, si svolgeva rigogliosa a preferenza nei paesi della vecchia Europa, donde si diffondeva, come fiume maestoso, a quella che poteva dirsi la periferia del mondo; oggi appare invece come uno scambio di vita e di energie fra tutti i membri del corpo mistico di Cristo sulla terra.

Pius XII non sine animi solacio asseverare potuit: «Olim quae ad Ecclesiae vitam pertinent, quatenus perspicua est, in veteris Europae reginnibus praesertim vigebant florebantque; exinde vero, veluti amplissimum exundans flumen, per ceteras terras, quae, ut graeco nomine utamur, quasi orbis terrarum peripheria videbantur, effluebant; sed hodie haec eadem Ecclesiae vita, mutuo quodam virium effluvio, cum singulis Mystici lesu Christi Corporis membris communicatur.
