المحاسبة المتسقة والشاملة من خلال نظام يقوم على القيد المزدوج، حيث يتعين على الطرف الذي يحصل على نتيجة التخفيف القابلة للتداول دولياً أن يطرحها من انبعاثاته ويتعين على الطرف المضيف لهذه النتيجة المحولة أن يضيفها إلى انبعاثاته لدى الإبلاغ عن التقدم المحرز في تنفيذ التزام/مساهمة كل منهما؛

The coherent and comprehensive accounting through the system of double-entry bookkeeping, where the Party which acquires an internationally transferable mitigation outcome has to subtract it from its emissions and where the host Party of this transferred mitigation outcome has to add it to its emissions, when reporting on the progress toward their commitment/contribution;
