وبناء على طلب الوكالة الدولية، قدم العراق إيضاحا إضافيا بشأن نقل مادة HMX واستخدامها، بين فيه أنه جرى مزج الأطنان الـ # من تلك المادة بالكبريت لإنتاج متفجرات صناعية زُودت بمعظمها مصانع الأسمنت لاستخدامها في قلع الأحجار، وأن البحث والتطوير باستخدام الكمية الصغيرة من مادة HMX كانا في مجالات الألغام المضادة للأشخاص، والمتفجرات المخصصة للاستخدام المدني، وحشو الرؤوس الحربية، والبحوث المتعلقة بالدبابات

At the request of IAEA, Iraq has provided further clarification on the movement and use of the HMX, indicating that the # tons of HMX had been blended with sulphur to produce industrial explosives, which had been provided mainly to cement plants for quarrying, and that the research and development using the small quantity of HMX had been in the areas of personnel mines, explosives in civilian use, missile warhead filling and research on tanks
