In response to the complaint, the Mexican State contends that, in March 2002, the Procuraduría General de Justicia Militar [Office of the Attorney General for Military Justice] began a preliminary inquiry under No. 35ZM/05/2002, in response to a newspaper report accusing military personnel of beating a young girl of the Tlapanec people.
