وقد شكلت الاتفاقية رقم 169 تحولا من النهج الإدماجي الأبوي للاتفاقيات السابقة عليها نحو الاعتراف بقيمة ثقافة ومؤسسات الشعوب الأصلية والقبلية وحقها في التشاور معها بشأن القرارات التي تؤثر فيها وحماية حقوقها الثقافية والاقتصادية والاجتماعية والمدنية والسياسية.

Convention No. 169 marked a shift away from the integrationist and paternalistic approach of its predecessor and towards recognition of the value of the culture and institutions of indigenous and tribal peoples, their right to be consulted on decisions affecting them and protection of their social, economic, civil and political rights.
