Contra el regreso al "nacionalismo de derecha", completamente ficticio, es un deber urgente devolver a los pueblos de Europa la consciencia de una solidaridad internacionalista y practicarla con energía como un fundamento amable de la democracia, por acciones concertadas en la vecindad más que en la institución: con los portugueses, los españoles, los griegos, los antifascistas italianos, los turingios y los escoceses e incluso con los ingleses, contando con la izquierda del Labour para necesario impulsar el reagrupamiento regional de los estados, pudiendo ganar en fuerza al unirse, mediante una delegación de soberanía política.
