وذكر العديد من المنظمات غير الحكومية، ومنها الاتحاد الآسيوي لمكافحة حالات الاختفاء غير الطوعي، واتحاد رابطات أقارب المحتجزين المختفين في أمريكا اللاتينية، وهيئة الخدمة الدولية من أجل حقوق الإنسان، ورابطة نيديا إيريكا بوتستا الدولية لحقوق الإنسان أنه ينبغي للفريق العامل، قبل أن يقرر وقف النظر في حالة من الحالات أو العمل على ايضاحها، أن يبذل قصارى جهده للتحقيق في الأسباب التي تكمن خلف ما قامت به، أو ما لم تقم به، مصادر المعلومات أو الأسر المعنية من أعمال؛ وينبغي أن تكون هناك قيود أشد على القرارات المتعلقة بوقف النظر في الحالات لمجرد أن مصدر المعلومات قد قصّر في الرد.

Many representatives of non‐governmental organizations, including the Asian Federation against Involuntary Disappearances (AFAD), the Latin American Federation of Associations of Relatives of Disappeared Detainees (FEDEFAM), the International Service for Human Rights and the International Association for Human Rights Nydia Erika Bautista, stated that the Working Group, before deciding to discontinue or clarify a case should make every effort to investigate the reasons behind the action or inaction of the source or the family concerned; there should be tighter restrictions on decisions to discontinue a case because a source has failed to respond.

Muchos representantes de organizaciones no gubernamentales, entre ellas la Federación Asiática contra Desapariciones Involuntarias (AFAD), la Federación Latinoamericana de Asociaciones de Familiares y Detenidos (FEDEFAM), el Servicio Internacional para los Derechos Humanos y la Asociación Internacional para los Derechos Humanos Nydia Erika Bautista, declararon que el Grupo de Trabajo, antes de decidir poner fin a la aclaración de un caso, debería hacer todo lo posible para investigar las razones de la acción o inacción de la fuente o de la familia interesada; deberían controlarse más estrictamente las decisiones de poner fin a un caso cuando una fuente no haya respondido.

De nombreux représentants d'organisations non gouvernementales, parmi lesquelles la Fédération asiatique contre les disparitions involontaires, la Fédération latino‐américaine des associations des familles de détenus‐disparus, le Service international pour les droits de l'homme et l'International Association for Human Rights Nydia Erika Bautista ont estimé qu'avant de décider de classer un cas ou au contraire de prendre des dispositions pour l'élucider, le Groupe de travail devrait faire tout ce qui est en son pouvoir pour déterminer les raisons qui sous‐tendent l'action ou l'inaction de la source ou de la famille concernée; la décision d'abandonner un cas parce qu'une source n'a pas donné suite devrait être soumise à des critères très stricts.

Многие представители неправительственных организаций, включая Азиатскую федерацию по борьбе с недобровольными исчезновениями (АФНД), Латиноамериканскую федерацию ассоциаций родственников пропавших без вести задержанных лиц (ЛФАРПВЗ), Международную службу по правам человека и Международную ассоциацию по правам человека Нидя Эрика Баутиста, заявили, что Рабочей группе до принятия решения о прекращении рассмотрения или прояснения того или иного случая следует принять все усилия для расследования причин, лежащих в основе действия или бездействия соответствующего источника или родственников; следует ввести более жесткие ограничения, относящиеся к решениям о прекращении рассмотрения случаев в связи с отсутствием сообщений от источника.
