تشجع المركز على تعزيز صلاته، حسب الاقتضاء، بالدوائر الوطنية المعنية بالأرصاد الجوية والخدمات المائية في منطقة أمريكا اللاتينية، واللجنة الدائمة لجنوب المحيط الهادئ، ومعهد البلدان الأمريكية لبحوث التغير العالمي، والمعهد الدولي لبحوث التنبؤ بالمناخ، وبالمنظمــات الإقليمية والعالمية الأخرى ذات الصلة المهتمة بدراسة المناخ، مثل المركز الأوروبي للتنبؤات الجوية المتوسطة المدى، والمركز الأفريقي لتطبيقات الأرصاد الجوية لأغراض التنمية، ومركز مراقبة الجفاف، وشبكة آسيا والمحيط الهادئ لبحوث التغير العالمي، والمراكز الأخرى ذات الصلة، حسب الاقتضاء، لكفالة استخدام الموارد المتاحة الاستخدام الكفء والفعال؛

Encourages the Centre to strengthen its links, as appropriate, with national meteorological and hydrological services of the Latin American region, the Permanent Commission for the South Pacific, the Inter-American Institute for Global Change Research and the International Research Institute for Climate Prediction, as well as with other relevant regional and global organizations that study climate, such as the European Centre for Medium-Range Weather Forecasts, the African Centre of Meteorological Applications for Development, the Drought Monitoring Centre and the Asia-Pacific Network for Global Change Research, and other relevant centres, as appropriate, in order to ensure the effective and efficient use of the available resources;

Alienta al Centro a que refuerce sus vínculos, cuando proceda, con los servicios meteorológicos e hidrológicos nacionales de la región de América Latina, la Comisión Permanente del Pacífico Sur, el Instituto Interamericano para la Investigación sobre el Cambio Global y el Instituto Internacional de Investigación sobre la Predicción del Clima, así como con otras organizaciones regionales y mundiales pertinentes que estudian el clima, como el Centro Europeo de Predicción Meteorológica a Plazo Medio, el Centro Africano de Aplicaciones Meteorológicas para el Desarrollo, el Centro de Control de las Sequías y la Red de Asia y el Pacífico de Investigación del Cambio Mundial, y otros centros pertinentes, según corresponda, con objeto de garantizar que los recursos disponibles se utilicen de manera efectiva y eficiente;
