ويقال بأن الباب 6 من قانون منع الإرهاب يُمكِّن أي ضابط شرطة (لا تقل رتبته عن قائد شرطة) أو (لا تقل رتبته عن مساعد مفتش بإذن خطي من قائد شرطة) من اعتقال أي مواطن ينحدر من أصل تاميلي.
