- Bibliotekstjenester: Der bør udbygges avancerede transeuropæiske netforbundne bibliotekstjenester, der omfatter alle typer af biblioteker (nationalbiblioteker, universitets-/forskningsbiblioteker, kommunebiblioteker osv.), så der åbnes effektiv adgang til både de reserver af organiseret viden og det væld af kulturrigdomme, som opbevares af biblioteker over hele Europa, til støtte for det økonomiske, sociale, unddannelsesmæssige og kulturelle liv i EU.
