The concession was awarded by the Minister of the Environment and Natural Resources on the basis of an endorsement signed by the members of the Executive Board of the Autonomous Regional Council and the Regional Coordinator of the RAAN, without any discussion or approval of the award by the full regional council.

La concesión fue otorgada por el Ministro del Ambiente y los Recursos Naturales basándose en un aval firmado por las y los miembros de la Junta Directiva del Consejo Regional Autónomo y por el coordinador regional de la RAAN, sin que la aprobación de la concesión hubiera sido discutida y aprobada por el plenario del Consejo Regional.

Le Ministère de l’environnement et des ressources naturelles avait accordé cette concession à la suite d’un aval donné par les membres du Comité directeur du Conseil régional autonome et par le Coordonnateur régional de la RAAN, sans que cette concession ait été approuvée lors d’un débat plénier du Conseil régional.

Принимая решение по концессии, министерство охраны окружающей среды и природных ресурсов действовало на основании аваля, который подписали члены Руководящего бюро Совета автономного региона и Региональный координатор РААН, но при этом вопрос об утверждении концессии не обсуждался и не рассматривался на пленарном заседании Совета автономного региона.
