Man kann keinem Bürger erklären, dass wir - wie die Frau Kommissarin gesagt hat - an verschiedenen Stellen 4,6 Milliarden Unterausschöpfung haben und uns hier Wochen und monatelang darüber streiten, 200 Millionen zu bekommen, dass wir, wenn akute Notlagen auftreten, tatsächlich den gesamten Haushalt hin und her schieben müssen, um ihnen gerecht zu werden, ohne unsere langfristigen strategischen Dinge und grundlegenden Ausrichtungen zu verfolgen.

It is impossible to explain to any of our citizens the fact that, having underspent various allocations by 4.6 billion euros, as the Commissioner said, we should be fighting for weeks and months here to obtain an extra 200 million or, when acute emergencies occur, that we actually have to push the entire budget back and forth to deal with them at the expense of our long-term strategies and basic political aims.

No se puede explicar a ningún ciudadano que, tal como ha dicho la Sra. Comisaria, tengamos en diversos puntos una falta de utilización de 4.600 millones y debatamos aquí durante semanas y meses para recibir 200 millones y que si se presentan situaciones agudas tengamos que desplazar de aquí para allá todo el presupuesto sin seguir nuestros asuntos estratégicos a largo plazo ni las orientaciones básicas.

On ne peut pas expliquer aux citoyens, à l'instar de Mme la commissaire, que nous n'utilisons pas 4,6 milliards à divers postes, que nous discutons ici depuis des mois pour obtenir 200 millions et que, dans des situations très critiques, nous devons malmener l'ensemble du budget pour répondre aux situations, auquel cas nous ne suivons pas nos stratégies à long terme et nos orientations fondamentales.

E' ben difficile spiegare ai cittadini che - come ha detto la signora Commissario - che mentre in alcuni settori abbiamo 4,6 miliardi di margine, dobbiamo discutere per settimane e mesi per ottenere 200 milioni e che quando si verificano situazioni d'emergenza acute effettivamente dobbiamo mettere a soqquadro l'intero bilancio per potervi fare fronte senza penalizzare le nostre strategie a lungo termine e i nostri orientamenti fondamentali.

We kunnen geen burger begrijpelijk maken dat we, zoals mevrouw de commissaris zei, op verschillende punten 4,6 miljard euro onderbesteding hebben terwijl wij hier weken en maanden moeten bakkeleien om 200 miljoen te krijgen; dat wij in acute noodsituaties de hele begroting heen en weer moeten schuiven om hierop te kunnen reageren zonder onze strategische doelstellingen op de lange termijn en onze fundamentele oriëntatie na te kunnen streven.
