During this period, he oversaw the construction of both the Blenheim–Picton and Dunedin–Balclutha railway lines, as well as the draining of parts of the Taieri Plains and the construction of tunnels on the Otago Central Railway, some of which are today open to the public as part of the Otago Central Rail Trail.
