I must admit some puzzlement by the intervention by one delegation about the lack of structure in the intersessional period, to which you responded, but others will recall that it was the same delegation which inserted an amendment to the decision at the end of the last session which had the effect of creating a situation where no extraordinary plenary meeting could be held unless there was consensus on
