وينص قانون البث على التزامات خاصة من جانب أصحاب مرافق البث العامة بإنتاج وبث برامج تستهدف، دون تمييز، جميع شرائح المجتمع، وتراعي بوجه خاص فئات اجتماعية محددة، من قبيل الأطفال والشباب، والأقليات والمجموعات الإثنية، والأشخاص المعوقين، والأشخاص ذوي المركز الاجتماعي الضعيف والأشخاص الضعفاء صحياً، والصم والبكم (ثمة التزام ببث النص الكتابي لوصف الجزء الصوتي من الحركات والحوارات المتزامنة (المادة 78، الفقرة 1، البند 2)).

The Broadcasting Act prescribes special obligations of the holders of the public broadcasting service, which are obliged to produce and broadcast the programmes intended to all segments of the society, without discrimination, taking into account in particular specific social groups, such as children and youth, minority and ethnic groups, handicapped persons, socially vulnerable and persons of poor health, the deaf and dumb (there is an obligation to broadcast in parallel the written text of the description of sound segment of actions and dialogues (art. 78, para. 1, item 2)).

La Ley de Radiodifusión impone obligaciones especiales a los responsables del servicio público de radiodifusión, que deben producir y emitir programas dirigidos a todos los segmentos de la sociedad sin discriminación, teniendo especialmente en cuenta a determinados grupos como los niños y jóvenes, los grupos étnicos y minoritarios, las personas con discapacidad, las personas socialmente vulnerables y que no gozan de buena salud, y las personas sordomudas (es obligatorio difundir en paralelo el texto escrito correspondiente a la descripción de las partes sonoras de acciones y diálogos (art. 78, párr. 1, inciso 2)).
