Article 25 of the International Covenant on Civil and Political Rights (ICCPR), which Vietnam ratified in 1982, states that citizens have the right to “take part in the conduct of public affairs, directly or through freely chosen representatives” and to “vote and to be elected at genuine periodic elections which shall be by universal and equal suffrage and shall be held by secret ballot, guaranteeing the free expression of the will of the electors.”

ベトナムが1982年に批准した市民的及び政治的権利に関する国際規約(ICCPR、自由権規約)の第25条は、国民は「直接に、または自由に選んだ代表者を通じて、政治に参与する」権利、および「普通かつ平等の選挙権に基づき秘密投票により行われ、選挙人の意思の自由な表明を保障する真正な定期的選挙において、投票し及び選挙される」権利を有すると謳っている。

Điều 25 của Công ước Quốc tế về Các Quyền Dân sự và Chính trị, đã được Việt Nam thông qua năm 1982, quy định rằng người dân có quyền “tham gia điều hành công việc chung, trực tiếp hoặc thông qua các đại diện do mình tự do lựa chọn” và quyền “được bầu cử và ứng cử trong những cuộc tuyển cử định kỳ thực sự tự do và công bằng, bằng phổ thông đầu phiếu kín, bảo đảm thể hiện trung thực ý nguyện của cử tri.”
