Various impediments have been identified, such as "territorial imperatives" in organizations which prevent the sharing of personnel across departmental lines, "turf guarding" and fear of encroachment by practitioners in various affected disciplines, restrictive accreditation standards, practice restrictions arising from licensure, liability implications and administrative problems that discourage the development of common training courses (Bamberg and Blayney, 1984; Beachey, 1988; Hedrick, 1987).
