ومع أن الأمم المتحدة ستواصل، بالتعاون مع الجهات المقدمة للمساعدة الإنسانية، تكثيف الجهود الرامية إلى صقل نظام إدارة الأمن في المنظمة، فلا يزال دعم الحكومات المضيفة والسلطات المحلية والسكان وقبولهم يعتبران خط الدفاع الأول في حماية موظفي الأمم المتحدة والأفراد المرتبطين بها.

While the United Nations, in cooperation with the humanitarian community, will continue to intensify efforts to refine the Organization’s security management system, the support and acceptance of host Governments, local authorities and the population remains the first line of defence in the protection of United Nations and associated personnel.
